On hard courts, yes. On sand-filled artificial grass, which is the norm in padel, a herringbone outsole slips less, so a padel-specific shoe or a clay-court tennis shoe is a better choice.
Herringbone for padel and clay; all-court or omni for hard courts. All-terrain shoes work for everything but don't excel at any.
When the outsole loses its tread under the forefoot or the toe opens up. Playing 2-3 times a week, every 6-9 months.
The same as your running shoes, or half a size up if you have wide feet: your foot shouldn't slide inside when you stop.
